Henry's reign was marked by a decline of royal power and the growth of that of the feudal lords. With the aid of Robert II, Duke of Normandy he suppressed a rebellion by his younger brother, Robert, in 1032, but was obliged to make him duke of Burgundy.

Henry helped William II of Normandy (William the Conqueror) put down a rebellion in 1047, but later turned against him and failed at two attempts (1054 and 1058) to invade Normandy.

The year before he died he had his son, Philip I, crowned as joint king.
